2. Ban All Pollution at the Source:
Stop the problem before it starts. Enforce a zero-tolerance policy banning ALL industrial, chemical, and pharmaceutical waste from entering the sewage and water systems. The "polluter pays" principle must be enforced with criminal charges, not just fines.
